Complex Safeguarding Forum Referral Process

The Complex Safeguarding Forum is available for Professionals to seek a case discussion regarding Adults with care and support needs, who may be at risk of serious harm, injury or death due to their complex needs. They may be experiencing any or all of these issues:

  • Home Invasion
  • Exploitation / Coercion
  • Self-Neglect
  • Hoarding
  • Human Trafficking
  • Modern Day Slavery
  • County Lines

The Complex Safeguarding Forum is a Multi-Agency Partnership. It meets on a 4 – 6 weekly basis and provides advice, guidance and support to Frontline Practitioners, based on effective Information Sharing, Risk Assessment and Safeguarding Legislation. Each case discussion is tailored to the person’s individual circumstances. The Forum upholds the principles of person centred and outcome focussed interventions and if appropriate the Adult at Risk is invited to attend the meeting to be wholly involved in the discussions.

Once received, it will be triaged and you will be contacted to confirm whether the case will be heard at the next Complex Safeguarding Forum. Alternatively, advice will be provided about why the case needs to be managed in a different way.

Concerns must always be taken seriously and acted upon appropriately. Professionals should work with adults at risk to establish what being “safe” means to them and how best this can be achieved. It is important that the individual’s wellbeing, wishes and feelings are taken account at all times.
